A decentralized, offline network connecting local community leaders and trusted individuals in vulnerable tourism destinations. It focuses on creating safe communication channels amongst themselves and with existing NGO's. Using simple devices, this network is designed to improve communication in times of breakdown, giving local communities a voice and a means to diffuse potential conflicts arising from collapsing tourism infrastructures.
