A globally-administered system controlling access to underwater sites, resources, and historical information based on a point system determined by scientific credentials, geopolitical standing, and ability to maintain the site with resources and equipment supplied by governing body. UAPs create a transparent and fair method to prioritize underwater exploration and scientific research over unregulated exploitation. Data collected from each expedition must be submitted to the governing body every 6 months.
