A decentralized, hardened network of physical servers and generators designed to restore critical services (power, water, emergency services) in the event of a widespread cyberattack. The system would be designed to have layered security with multiple layers of redundancy (physical and virtual) and operates independently of the conventional grid. Access would be restricted to vetted critical infrastructure personnel.
