Mobile crisis response units equipped with a range of pest management solutions (including, but not limited to, chemical and biological controls) to quickly address outbreaks and protect vital infrastructure during a collapse. The units would include trained personnel to assess the risks, implement control measures, and disseminate accurate information to the public. Prioritization would be based on vulnerability mapping.
