A government initiative that analyzes the skills of the population in the area and according to where the skills are needed, the government offers to pay for training to shift workers over into positions that the government feels are necessary. Workers are given incentives through social credit and other systems to make the change but failing to do so could result in being classified as 'low society contributors'.
